He didn't even need to read it.

Just the title alone allowed him to understand exactly what happened.

He wished it never existed.

But alas, his duty as the Emperor of the Kandrian Empire compelled him to open the document.

Introduction

This is a report of the investigation that we have conducted over the past four years, an investigation that began since the return of the third Emperor of the Kandrian Empire. We are an investigative group that has chosen to remain anonymous due to high concerns over our safety given  the sheer power and profiles of the involved members and nations.

This report contains all the evidence—including but not limited to litigative evidence, witness testimony, documentative evidence, forensic evidence, statistical evidence, as well as demonstrative and empirical evidence—that we will be using to prove beyond reasonable doubt that the Emperor of Harmony conspired with his son, Prince Rui Quarrier Silas Kandria, to run a campaign for the throne while simultaneously using the astronomical amount of wealth his faction received through donations to find a way to heal the Emperor instead of using the capital to fulfill his campaign promises.

We will prove that it is more likely than not that Prince Rui Quarrier Silas Kandria never intended to ascend the throne as claimed countless times over the span of five years.³ He merely accrued wealth with intentionally false promises and used it to ensure that his father returned to the throne. This is textbook fraud in most jurisdictions⁴ and the evidence we will be providing aims to reach indictment standards at bare minimum and potentially conviction standards by the jurisprudence of the Kandrian Empire.

Before we begin, please bear in mind that the profiles of the individuals are extremely influential and powerful, thus we were unable to obtain absolute and incontrovertible proof of fraud, but we believe that the world will be interested in what we have to say, nonetheless.

Emperor Rael's expression hardened as he understood what was happening. In an instant, he connected the dots and tied it back to the origin and the perpetrator.

The dissemination of the document without the intelligence networks of the Kandrian Empire and the Martial Union noticing. The fact that all of East Panama received this document without the Kandrian Empire even realizing.

The fact that somebody had been intelligent enough to deduce the truth.

The fact that someone deployed the information into the world at just the moment when they were least prepared for it.

There was only one man in East Panama who possessed the skill sets, competencies, and deductive intelligence to accomplish such an extraordinary result.

"Edward…" His expression hardened. There was no anonymous group that was fearing for its life because of how powerful the Emperor of Harmony was. It was bullshit..

Merely a facade that gave plausible deniability for the absence of absolute transparency. This was not even an unusual practice in the sector of investigative research into powerful profiles.

He immersed himself in the investigative report, carefully poring over each word, statement, and evidence provided before finally arriving at the conclusion.

The Kandrian Empire, the Emperor of Harmony, and the Void Prince more likely than not cannot be trusted. They have very likely weaponized their credibility, reputation, and trust to scam nearly two trillion Kandrian gold coins worth of capital from countless nations, a myriad variety of organizations, and individuals.

We hope that all parties with any form of engagement with the Kandrian Empire will consider our investigation as well as the wisdom of trusting the Kandrian Empire extensively.]

By the time he was done reading, his expression had steeled with dark severity.

His gaze swept across his staff and administration in the office, as well as the various government and Martial Union officials.

They did their best to hide it, but Emperor Rael could cold-read all of them better than the mind sense of a Martial Mind. His great experience and expertise in reading body language allowed him to discern that while they most certainly did not believe every word uttered in the report, most of them had come away more inclined to believe that there was at least a small amount of truth to the claims made by the report.

Emperor Rael knew that he needed to handle this with the delicacy of a surgeon. Even the slightest mistake, and everything would go wrong.

"Before we address the wider impact of this report on East Panama…" His back straightened as he steepled his fingers. "I'm sure that most of you are… wondering about the evidence presented in this report."

The atmosphere tingled as everybody remained silent.

His gaze swept across the entirety of the Royal Palace.

"Let me absolutely crystal clear without even the slightest shadow of a doubt."

His powerful gaze sharpened. "Every piece of evidence provided in this report is falsified and fake. There are no memos between me and my son coordinating fraud. There is no leaked secret documentation that details the taskforce dedicated to this plan. There is no former employee who is willing to testify in the presence of the international political leadership. It is all nonsense. Utter nonsense."

This was actually the truth.

The truth was that every ounce of evidence provided in the document was a lie.

Every inch of it was falsehoods.

On top of that, the report did not express absolute certainty.

It also proclaimed to hit the more likely than not standard for indictment and only potentially reach beyond reasonable doubt.

And that was what made it more convincing.

Usual smear propaganda was dogmatic, religious, and irrational.

This, however, truly resembled a neutral good-faith third-party that was genuinely investigating the truth and nothing but the truth. They made many reminders that it was still not impossible that the Emperor of Harmony and his son were innocent, throughout the entire report.

And that was exactly the genius behind it.
