The flames roared higher into the night sky as the police swarmed the docks. Alyssa could feel the heat on her face, but her mind was sharper than ever. Volkov's cryptic smile unnerved her, but she held him firmly as officers ran toward them, weapons drawn.

"Hands where we can see them!" one of the officers shouted, aiming his gun at Volkov.

Alyssa raised her hand in a calming gesture. "He's in custody. I'm Agent Alyssa Cortez. Get him into secure transport, now!"

Two officers quickly moved to restrain Volkov, cuffing him as they dragged him toward an armored vehicle. He didn't resist, though his eyes flickered with amusement, like a man who knew more than anyone else in the room. He glanced back at Alyssa with a smirk.

"I'll see you soon, Alyssa," he called over his shoulder, his voice cool and confident.

Alyssa didn't respond. She turned back to the burning ship, scanning the chaos for Marcus and Eleanor. The sound of rushing footsteps broke through the crackling flames, and she spotted Marcus stumbling toward her, covered in soot and breathing heavily.

"We tried to stop it," Marcus gasped. "But the explosives were already wired. That whole shipment was a trap."

"Where's Eleanor?" Alyssa asked, her heart pounding.

Marcus pointed toward the far side of the dock, where emergency workers were pulling a figure from the water. Alyssa's breath caught as she recognized Eleanor, drenched but conscious, clutching a large piece of debris that had kept her afloat.

"She'll be okay," Marcus said, his voice hoarse. "She managed to dive clear of the explosion."

Alyssa nodded, relief washing over her as Eleanor was helped onto a stretcher. But the relief was fleeting. Volkov's words echoed in her mind: The real prize was never the weapons.

"We need to find out who else is involved," Alyssa said, pulling Marcus aside. "This wasn't just about selling arms. He's ignited something bigger, something that's already in motion."

Marcus wiped the sweat from his brow. "You think Volkov set all this up just to create chaos? To start a war?"

Alyssa's eyes narrowed as she stared into the distance, the roaring fire casting flickering shadows on her face. "That's exactly what I think. And we need to figure out where the next hit is going to land before it's too late."

Suddenly, Marcus's phone buzzed, interrupting their conversation. He glanced down at the screen, his face paling.

"We've got a problem," he said, handing the phone to Alyssa.

Alyssa scanned the message quickly. It was an alert from Interpol multiple violent incidents had just erupted across Eastern Europe, the Middle East, and Southeast Asia. Small groups of armed militias had emerged out of nowhere, attacking key infrastructure and government buildings. And each group had been traced to different regions places where Volkov's buyers had likely been planning to operate.

"He's already triggered it," Alyssa muttered under her breath. "The buyers must have gotten their hands on part of the shipment before we arrived. They're moving fast."

"We've got to track those buyers down," Marcus said, urgency lacing his voice. "If we don't contain this, it's going to spiral out of control."

Alyssa nodded. "Get in touch with every asset we have in those regions. I want eyes on the ground, right now. And get word to Langley we need to mobilize fast."

As Marcus ran to relay the orders, Alyssa's phone buzzed with a secure call. She answered immediately.

"This is Cortez."

"Alyssa," a familiar voice said on the other end. It was Director Shaw. "We've been monitoring the situation. Volkov's network is bigger than we anticipated. These attacks are just the beginning."

"I know," Alyssa replied grimly. "Volkov's in custody, but we're barely holding this together. What's the plan?"

There was a pause on the line before Shaw spoke again. "We need you to take Volkov back to headquarters. He knows the players in this game better than anyone. If anyone can give us the intel we need to shut this down, it's him."

Alyssa's stomach twisted at the thought of relying on Volkov. He was a master manipulator, and even in custody, he'd find a way to twist the situation to his advantage. But Shaw was right if anyone could connect the dots, it was Volkov.

"Understood," she said, her voice steady. "I'll get him back to HQ. But this feels like a trap, Director. Volkov's always two steps ahead."

"We don't have a choice," Shaw replied. "Whatever he's planning, we need to stay close to him. Keep him talking, and don't let him slip through your fingers."

Alyssa ended the call, her mind already spinning with the complexities of the situation. Volkov was now in federal custody, but that wasn't a guarantee that they could control him. If anything, it made him more dangerous.

As she made her way to the armored vehicle where Volkov was being held, she paused for a moment, her gaze hardening. She wasn't going to let him win. Whatever game Volkov was playing, she was determined to beat him at it.

As she reached the source of the explosion, she saw something that made her blood run cold: a familiar symbol, painted in red on the side of the container. It was a symbol she had seen before, on the body of an assassin she had taken down months earlier a symbol linked to a shadowy organization that operated in the darkest corners of global power struggles.

Alyssa's eyes widened. Volkov wasn't just selling chaos. He was working with the same group she had been hunting for years.

The true war had just begun.
